Rather than combating peer pressure, one court in Fountain Hills is embracing it by allowing teens who admit their guilt to be sentenced by a jury or grand jury of their peers. The result? Fewer return to the juvenile justice system as compared to those who are sentenced by an adult, according to the National Youth Court Center.
The Fountain Hills Teen Court cases are not mock trials, but the real deal and are presided over by Fountain Hills Municipal Court Judge Ted Armbruster. Only those teens who are 17 and under, who admit their guilt and are first time offenders, typically, are eligible to face peer sentencing. Typical offenses include alcohol possession, curfew violations, shoplifting and traffic violations.
As a restorative justice process, the consequences that may be imposed by a Teen Court jury are limited to a combination of the following: community service hours, an education class (e.g., on substance abuse or shoplifting), letter of apology (to victim and/or parents), an essay, and service as a Teen Court juror. If the consequences are completed in a timely manner, the charge may be dropped.
Training for teens interested in serving as a prosecuting attorney, defense attorney, victim advocate, bailiff or clerk will be held in September at the Fountain Hills High School and Town Hall. Both high school and junior high students who want to participate as jurors are not required to go through the training, but do receive a general juror orientation on whatever day they appear to serve. All students who participate in any way in the process are eligible to receive community service hours.
Participation also includes the Teen Court’s annual field trip to the Arizona Supreme Court, the Capitol, and Legislature. This year, additional trips are planned to various law enforcement and criminal justice facilities, as well as to the ASU law school.
What: Seventh annual Fountain Hills Teen Court
When:
Registration will be held at Fountain Hills High School: Monday, August 3 - Thursday, August 6: 7-11 a.m., except Wednesday which will be from 1-3 p.m.
Regular Teen Court Sessions: Various Tuesdays, 2:30 p.m. throughout the school year
Who: Any interested high school and junior high students
Where:
Town Hall, Municipal Court
16705 E. Avenue of the Fountains
